How it works: your value (an assessed value is divided by your municipality's assessment level) times the municipality's effective rate, which already takes out the school levy credit.(DOR) Then the lottery and gaming credit, $27,000 (or your value, if less) times your school district's tax rate, and the first dollar credit, the same with $9,000.(DOR)(DOR) Special assessments and charges aren't included.
What We Found
Source for this section: Wisconsin DOR, 2025 Town, Village and City Taxes
Statewide, 2025 property taxes came to $14.43 billion on $982.8 billion of taxable property. After the $1.28 billion school levy credit, that's an average of $13.38 per $1,000 of full value, down from $13.62 in 2024(DOR). Half of the 72 counties are below $12.89. The state average sits higher because it's weighted by value: Milwaukee and Dane, two of the three highest rates, hold 23% of the state's taxable value.
Highest County Rates
- Milwaukee: $18.96 per $1,000 ($1,896 per $100,000)
- Dane: $16.41 per $1,000 ($1,641 per $100,000)
- Racine: $15.46 per $1,000 ($1,546 per $100,000)
- Rock: $15.02 per $1,000 ($1,502 per $100,000)
- Wood: $15.00 per $1,000 ($1,500 per $100,000)
Lowest County Rates
- Vilas: $5.91 per $1,000 ($591 per $100,000)
- Sawyer: $7.38 per $1,000 ($738 per $100,000)
- Oneida: $7.46 per $1,000 ($746 per $100,000)
- Burnett: $7.77 per $1,000 ($777 per $100,000)
- Door: $8.12 per $1,000 ($812 per $100,000)
- Rates fell in 63 of 72 counties from 2024 to 2025 and rose in 9.(DOR) The biggest drop was Juneau County (−$1.83 per $1,000); the biggest rise was Douglas (+$0.45). A falling rate isn't a falling bill: taxable value rose +8.3% statewide and the total levy rose +5.8%.
- Within a county, the town matters more than the county. Among towns, villages and cities with 1,000 or more residents, the lowest 2025 rates were Town of Paris (Kenosha County, $4.31), Town of Hazelhurst (Oneida County, $4.88), Town of Cloverland (Vilas County, $5.08); the highest were City of Clintonville (Waupaca County, $22.61), Village of West Milwaukee (Milwaukee County, $22.37), City of Racine (Racine County, $22.18). Every one is in the municipality CSV.
- Values for the next bills are up in every county. The state's equalized value for January 1, 2026 is $1057.8 billion, +7.6% over 2025.(DOR) Buffalo County rose most (+16.4%) and Lafayette least (+2.2%). The state notes that a change in equalized value doesn't necessarily change your taxes: the levies decide the total.(DOR)
Where Dane County Sits
Source for this section: Wisconsin DOR, 2025 Town, Village and City Taxes
Dane County's 2025 rate was $16.41 per $1,000 of full value, the 2nd highest of 72 counties and $3.03 above the state average. The county figure is weighted by value, and the City of Madison is 43% of Dane's taxable value at $18.07 per $1,000. Across Dane's 60 towns, villages and cities the median rate is $13.65, and 29 are below the state average. The lowest, among those with 100 or more residents, is the Town of Roxbury at $10.63; the highest is the Village of Belleville at $18.16.
Dane's equalized value for 2026 is $124.2 billion, +5.9%, against +7.6% statewide.(DOR) For every Dane County municipality and school district, with the County Treasurer's own mill rates, see Dane County property tax rates, town by town; for due dates and credits, Dane County property tax.

Lowest and highest municipality: among towns, villages and cities with 100 or more residents in that county. Rank 1 is the highest rate. Per $100,000 is before the lottery and first dollar credits.
How We Did This
- Rates come from the Department of Revenue's 2025 Town, Village and City Taxes report, which lists every taxation district and county with its full value, total tax, school levy credit and two rates. We use the effective rate: total tax less the school levy credit, divided by full value. It doesn't take out the lottery and gaming or first dollar credits, and where a municipality has more than one school district it's an average across them. The state's data are unaudited.
- Full value is the state's estimate of all taxable property at market value, set apart from local assessments, so every county is measured the same way. It also absorbs corrections of the prior year's errors.(DOR) It is the same figure as the county's equalized value, certified August 15, 2025.
- The change from 2024 compares each county's total line in the 2024 report. The value change to 2026 compares the 2025 full value with the county's equalized value in the state's 2026 Equalized Value Information report (dated September 16, 2026), including tax increment district value.
- Credits in the calculator use each school district's equalized school tax rate from the state's November 20, 2025 lottery and gaming credit notices to every municipality, times the maximum credit value: $27,000 for the lottery and gaming credit and $9,000 for the first dollar credit on 2025 bills.(DOR) Both credits use the same rate.(DOR first dollar credit FAQ) The lottery credit is only for a primary residence, and someone has to apply for it.(DOR lottery credit FAQ)
- Totals leave out special assessments, special charges, delinquent and omitted taxes, and forest crop and managed forest land taxes.(DOR)
- Checks. Each county's total equals the sum of its town, village and city rows, and the 72 counties add up to the state totals in the report, to the dollar. The median and lowest and highest municipality are our own calculations from those rows.
- Next update. The rates for bills mailed in December 2026 come in the state's next Town, Village and City Taxes report; the credit values for those bills are set by November 20, 2026.(DOR)
How the levy becomes your bill, and the credits in full, are on our Wisconsin property tax guide. To check the lottery credit on your bill, see the Lottery and Gaming Credit.
Questions
What Is the Average Property Tax Rate in Wisconsin?
For 2025 taxes (paid in 2026), $13.38 per $1,000 of full value after the school levy credit, down from $13.62 for 2024. That's about $1,338 on a home worth $100,000, before the lottery and first dollar credits.(DOR)(DOR)
Which Wisconsin County Has the Highest Property Tax Rate?
Milwaukee County, at $18.96 per $1,000 of full value for 2025, then Dane ($16.41) and Racine ($15.46). That ranks the rate, not the bill: a county with high home values can have a lower rate and bigger bills.(DOR)
Which County Has the Lowest?
Vilas County, at $5.91 per $1,000, then Sawyer ($7.38) and Oneida ($7.46).(DOR)
How Do I Estimate My Property Tax in Wisconsin?
Multiply your home's market value by your municipality's effective rate, then subtract the lottery and gaming credit (if it's your primary residence) and the first dollar credit (if there's a building). The calculator on this page does it for every town, village and city, using the state's rates and credit values. Your bill uses your assessed value and your exact school district, so it will differ a little.(DOR)(DOR)
Why Doesn't the Rate on My Bill Match This Page?
Your bill shows a rate on assessed value, and each municipality assesses at a different share of market value. The rates here are on full (equalized) value, which the state says is better for comparing places because every district is valued at the same level.(DOR)
When Will 2026 Rates Be Available?
After the state publishes its next Town, Village and City Taxes report, covering the bills mailed in December 2026. The 2026 equalized values, the base those taxes are split on, are already in the table.(DOR)
